July 13th at 5PM ET is the deadline for clubs to sign draft picks from the First-Year Player Draft that was held on June 4-6. That’s a shorter window than before the new CBA went into effect, and also coming into play for the first time is the pool money system that MLB is using to try to curb the over-slot spending that had become common-place.
